Pitch: New Horizon City stands tall amongst the powers of the new world in its shining towers, luxury districts, and dense population. A place where outsiders and foreigners alike see prosperity and stability upon meeting its gaze. But beneath its surface lies an underworld ruled not by elected officials or some governing body, but by various gangs and criminal organizations. Ones whose influence touch every corner of the city. The wealthy and powerful have long intermingled their fortunes with organized crime and as a direct result, created a place where favors carry debt, where every street is claimed, and the citizens are caught in the struggle between rival factions vying for control.
In a Beneath The Neon Sky campaign, you'll play street level people navigating the dangerous web of gang politics, criminal enterprises, and ever shifting alliances that shape daily life within the city. It doesn't matter if you're chasing money, power, revenge, or just trying to survive another day. You'll quickly learn that the city has two important lessons. There are no heroes. And every choice can be your last.
